REQUEST FOR PROPOSAL (RFP)
CCTV Camera System and Access Control System
RFP #25-01


The Cobb Island Volunteer Fire Department and EMS Inc. is requesting proposals from qualified contractors to provide a replacement for the current CCTV Camera System and Access Control System at the Firehouse.

Statement of Work:
The contractor shall provide all labor, equipment and supplies to perform the following services:

CCTV:
Remove existing analog CCTV system and install IP CCTV system. New system to consist of 17 IP cameras. Incorporate 5 existing Axis IP cameras into new system. Recording server to be Axis branded and of the S1232 series. All new IP cameras shall be Axis branded and of the ‘P’ series. Any cabling run in exposed areas shall be in conduit. All cabling to be CAT-6 and run to existing POE switch in network closet and terminated on bidder supplied CAT-6 patch panel All programming needed to be completed by bidder, as required.
Specified system – Axis Communications

Access Control:
The current system is no longer supported and all 2-door controllers (10), electronic locks, readers, and associated equipment are required to be replaced. Existing wiring may be used where appropriate. Any new cabling, if needed, shall be run in conduit in engine bays and open ceiling areas. System should be capable of handling, at a minimum, 20 doors. A minimum of 100 cards, compatible with system, should be provided. ‘Phone as credential’ option shall be included. Local and remote administration shall be included as well as remote capabilities to operate system. Specified system – Kantech or equivalent

Both CCTV and Access Control:
All training and initial programming to meet the satisfaction of CIVFD’s needs to be included. Proposal pricing will be assumed to be for a complete, fully functional, installed system. No allowances will be made for failure of bidder in preparation of proposal or gathering of information. Hardware and labor warranties to be included. Each bidder shall provide their labor rates for future service and response times. All bidders shall be registered to do business in the State of Maryland, possess a Security Systems Agency License through the State of Maryland, and be in good standing with the State.

Upon indication of intent to bid, marked up drawings will be provided.

Inspection of Site:
Each bidder shall visit the site and become familiar with the site conditions under which the Work is to be performed. Each bidder represents and warrants for himself, and any relevant subcontractors he intends to employ, that he has observed all nature of the Work set out in the Statement of Work and that he has had opportunity to inquire about site conditions. Insurance: Contractor shall for the period of this agreement carry and maintain in full force and in effect the following:
Insurance Policies: A. General Liability $1,000,000.00

Certifications and Permits: Contractor shall comply with all certifications and permits required to perform the services specified in this contract.

Bidding:
Bids shall be reviewed and awarded based solely at the discretion of the owner. The Cobb Island Volunteer Fire Department and EMS Inc. reserves the right to reject any or all proposals.
